I think this suggestion is totally unnecessary while identifying a person.
Whereas the facial structure and the characteristics of it may be important for identification, ears are not part of the face and therefore could easily be a exception to this rule and not necessarily be uncovered.
I think this suggestion goes against the rights and freedom of religion, with muslim women being the ones affected by the new law.
I do not see you having rights to decide what a woman should wear or not, especially since it isn't necessarily a need showing your ears for identification.
